Statement on the premise for an association of support of victims of torture

Whereas, in many places in the country of Vietnam, strugglers who are fighting peacefully for justice and righteousness are facing many obstacles, and some of them have become victims of torture caused by the government because of their fighting activities,

Whereas, in Hanoi, Saigon and some other provinces, protesters who took to the streets for environment last May and June to request the government to clarify the reasons of the disaster of dead fish in the central area were suppressed, and some of them were unlawfully beaten and detained,

Whereas, “everyone has the right to inviolability of his or her body and to the protection by law of his or her health, honour and dignity; no one shall be subjected to torture, violence, coercion, corporal punishment or any form of treatment harming his or her body and health or offending his or her honour and dignity.” (Article 20 of the Vietnamese Constitution),

Whereas, the above-mentioned rights acknowledged in the Vietnamese Constitution were also proclaimed in the United Nations Universal Declaration of Human Rights, which was launched nearly seven decades ago (1948), as universal rights of all people around the world,

Whereas, on 12/12/1997, the United Nations, by Resolution 52/149, chose the date 26th of June as the International Day in Support of Victims of Torture, to remind the world about the responsibility to protect the aforesaid human rights,

Whereas, protecting the aforesaid human rights is not only the responsibility of the United Nations, member states to the Convention Against Torture (including Vietnam) or any organizations, but also the responsibility of anyone being anywhere, because protecting the aforesaid human rights is to protect themselves,

We, the people named below, appeal to build a premise for an Association of Support of Victims of Torture to help the victims physically or mentally tortured by the government because of their fighting activities, as a necessary action to exercise the aforesaid responsibility.

That premise is a Mobilization Board for the Establishment of the Association of Support of Victims of Torture, as a prerequisite step to establish the Association of Support of Victims of Torture in the future.

We have agreed unanimously to adopt an organizational chart with the functions and duties of its committees as follows:
  • Coordinating Committee: To generally coordinate activities of the Mobilization Board.
  • Documentation Committee: To draft regulations and documentation such as rules, functions, strategies and operating plans of the Association for it to operate disciplinarily and effectively.
  • Media Committee: To propagate information about the Association activities for it to be well known and encouraged.
  • External Relation Committee: To contact and coordinate with the Vietnamese governmental offices, domestic and international civil society organizations, international human rights organizations, foreign diplomatic representative offices in Vietnam and concerned authorities to advocate for the protection of victims of torture.
  • Finance Committee: To mobilize financial donation to serve the Association activities and help the victims of torture.
We hope that with the establishment of the Mobilization Board, all concerned individuals, organizations shall follow up, give ideas, and participate in building the Association of Support of Victims of Torture, with proposed noble responsibility.

Estimated time for building the Association is 6 months.
